Background

A town under military occupation

Valvettithurai lay within the Indian Peace Keeping Force’s operating area during its war against the LTTE. Civilian households lived amid armed patrols, insurgent attacks and restrictions on movement.[1]

What happened

  1. August 1989

    An ambush was followed by civilian killings

    After an LTTE attack killed six Indian soldiers, troops attacked residents in the town. Journalists and local investigators reported eyewitness accounts of deliberate killings and destruction. Indian officials maintained that civilian deaths occurred in crossfire.[1]

Sixty-four reported civilian deaths

Accounts commonly record 64 Tamil civilians killed, separate from the Indian soldiers killed in the preceding ambush. Testimony described shootings, burning of homes and restrictions that obstructed medical assistance. The killings shattered the security of a coastal community already living under military control.[1]

Aftermath & legacy

Local investigation

UTHR’s contemporary reporting placed events in the wider experience of people in Vadamaratchi under Indian military operations. Community testimony is important precisely because public military statements can obscure what occurred inside homes and streets away from an initial armed encounter.[2]

Survivor testimony gathered decades later

A 2025 International Truth and Justice Project report returned to the massacre through accounts of people who were there. The continued collection of testimony illustrates both the persistence of survivors’ demands and the difficulty of establishing accountability long after military withdrawal. It is a human-rights investigation, distinct from a criminal judgment.[3]
