People gathered in connection with the remembrance of Dalit leader Immanuel Sekaran. Restrictions and the detention of a political leader contributed to protests. The circumstances of subsequent disorder and the police response became contested in petitions before the court.[1]

Police opened fire
Police firing and violence left civilians dead and others injured. Accounts differed over the conduct of the crowd, the sequence of force and whether some victims died from other police violence.[1]

Six deaths in the court record
The High Court record discusses six deaths, while petitions and contemporary reporting also refer to seven. The record contains competing submissions about crowd behaviour and police force; statements by parties to the litigation are not automatically findings by the judges. Families and campaigners sought an investigation into the shootings and other alleged police violence.[1]
Aftermath & legacy
The Sampath Commission’s conclusion
The state appointed retired judge K. Sampath to investigate the firing. His report, tabled in the Tamil Nadu Assembly in October 2013, accepted the police explanation that firing had become necessary after other measures failed to control violence. That conclusion differed from the allegations of excessive force raised by victims’ supporters and in litigation.[3]
