- Greece

An international commission organised land settlement and productive employment for refugees arriving in Greece after war and displacement.
Background
War, expulsion and compulsory exchange
The Greek army’s defeat in Asia Minor in 1922 brought mass flight to Greece. The 1923 compulsory population exchange between Greece and Turkey formalised removal on religious criteria, uprooting Orthodox Christians from Turkey and Muslims from Greece, with specified exceptions. Many arriving refugees had already lost homes, relatives and livelihoods before the settlement commission began work.[1]
What happened
- 1923
A formal settlement mechanism
The League of Nations approved the plan for a Refugees Settlement Commission. Greece ratified the agreement in November 1923. The protocol set out an institutional framework for assets, administration and settlement.[2]
Impact & evidence
More than emergency shelter
Research published by the Centre for Asia Minor Studies describes the arrival of over a million refugees and the emphasis on rural settlement in Macedonia. Allocating land could support farming but also transformed communities and relations over property. The commission’s institutional achievement should not be mistaken for an uncomplicated or uniform experience of resettlement.[3]
Aftermath & legacy
Refugees preserved their own histories
Refugee associations published accounts of lost homes, including a 1931 Mudania commemorative volume. Melpo Merlier’s work and the Centre for Asia Minor Studies later preserved oral testimony. These records recover family experiences and cultural life that administrative reports cannot capture. Refugee identity developed through diverse experiences of displacement and rebuilding, rather than describing a previously uniform population.[4]
