Background
An ordinary civilian route
The Kumudini connected islands off the Jaffna peninsula. Civilian passengers depended on such ferries for everyday travel. In May 1985, the journey became the setting for an attack during the expanding conflict.[1]

Armed men boarded
Survivor testimony described armed men stopping and boarding the boat, ordering passengers below and calling them out individually. Adults and children were killed. Witnesses identified the attackers as naval personnel; that attribution rests on testimony and human-rights reporting, not a completed prosecution.[1]

Victim identification and estimates
Tamil Guardian’s 2020 retrospective reports 36 people killed and says Amnesty International identified 23 victims. Other accounts give estimates up to 48. Identified victims and estimated total deaths are different measures; the lower documented number does not establish that no others died.[2]
Testimony and an official denial
Survivors described passengers being summoned individually to the deck. The national security minister, Lalith Athulathmudali, denied naval involvement. The retrospective also reproduces a memorial list of names, preserving individual identities within an account whose overall toll remains uncertain.[2]
Aftermath & legacy
A journey remembered through survivors
The incident became part of island communities’ record of insecurity and loss. Survivor accounts and memorialisation preserve evidence, while the lack of a comprehensive accounting limits certainty about the full toll and individual responsibility.[1]
