Background

A hazardous site within an urban area

The AZF fertiliser works stored and processed materials whose accidental reaction could affect neighbouring communities. The city's proximity meant that an industrial explosion would expose residents, schools and other workplaces as well as employees.^[1]

The blast spread across the city
An explosion involving ammonium nitrate destroyed part of the works and caused widespread structural and glass damage. Emergency services confronted injuries across an extensive area rather than at one isolated industrial site.^[2]

The blast began in building 221
The court record places the explosion at 10:17 a.m. in a building storing several hundred tonnes of downgraded ammonium nitrate. Of the 31 people killed, 21 were inside the factory and ten outside. That distribution demonstrates why the accident was also an urban disaster, extending beyond the site’s employees.^[4]

Human losses

Thirty-one dead and thousands injured

The French environment ministry records 31 deaths and approximately 2,500 injuries. Hearing damage, psychological trauma and loss of housing extended the impact beyond immediately visible injuries. Annual remembrance preserves the names of those killed.^[2]

Aftermath & legacy

Convictions upheld after years of litigation

In December 2019, the Court of Cassation rejected the final appeals against the convictions of operating company Grande Paroisse and the former plant director. The court record describes failures involving incompatible ammonium-nitrate and chlorinated materials. The company’s €225,000 fine and the director’s suspended prison sentence followed years of trials, appeals and retrial.^[4]
