Background
Arrest without an account of what followed
Disappearances occurred through military round-ups, checkpoints, abductions and unacknowledged detention. Tamil families in the north and east often knew where a relative had last been seen but could not obtain an official account of their fate.[1]
What happened

Custody was concealed or denied
OHCHR documented repeated use of disappearance by security forces and associated paramilitary groups against perceived opponents. Relatives faced intimidation while searching. The violation continues until the person’s fate and whereabouts are established; simply assuming death does not discharge the obligation to investigate.[2]
Impact & evidence
National totals are not Tamil-only totals
Sri Lanka’s disappearance record also includes large numbers of Sinhalese victims and others. National estimates cannot be relabelled as a count of disappeared Tamils. Nor is every unresolved missing-person report proof of an identical perpetrator, circumstance or death.[2]
Aftermath & legacy
The needs of surviving families
OHCHR described entrenched impunity despite commissions, legislation and institutions. Families need truth, justice, reparations and protection from recurrence. Financial assistance can help with deprivation but does not replace identification of remains, disclosure of detention records or investigation of responsibility.[2]
